The Director of Special Intelligence presents his complime..ts to

the Under Secretary of State for Foreign Affairs and,with referance

to Sir A.Nicolson's note No.84454N/1916 of the 6th Lay, begs to say that the enclosed letters addressed by the West Coast Grocery Co-

pany to correspondents in China in regard to which enquiries are

being made by the United States Aribassador were not stopped by t.e Postal Censor in this Country.

It is possible that the letters were returned to the senders

by either the Censorship or Post Office authorities in Honkong.
